Kerry Vincent, Minister for Housing and Planning
The Tasmanian Government is getting on with the job of delivering on our plan to increase housing and homelessness services across the State, with the introduction of the Tasmanian Homes and Housing Bill 2026 to Parliament.
Minister for Housing and Planning, Kerry Vincent, said the Bill was part of our Government’s plan to bring housing services together under Building Tasmania and support the delivery of more social and affordable homes.
“These changes are about making sure our housing system is set up to deliver for Tasmanians, both now and into the future,” Minister Vincent said.
“We want to ensure housing services are delivered as efficiently as possible, with clear responsibilities and a strong focus on the needs of tenants and people seeking housing assistance.
“Importantly, this transition will not affect existing tenancies, housing applications, contracts or service agreements. Maintaining continuity for Tasmanians who rely on these services is a key priority.
“Bringing these functions together under Building Tasmania will provide a more coordinated approach to housing delivery and management.
“This will help support our Government’s commitment to deliver 10,000 additional social and affordable homes by 2032, while ensuring essential housing services continue to operate throughout the transition.”
The Bill will:
- transfer Homes Tasmania’s housing functions to Building Tasmania;
- establish Building Tasmania as Tasmania's housing agency;
- streamline provisions to support housing delivery and management;
- provide transitional arrangements to ensure continuity of services; and
- wind up Homes Tasmania as a statutory authority.
The Tasmanian Government is seeking passage of the Bill in late 2026, with the transfer of housing functions to Building Tasmania scheduled to occur on 1 July 2027.
A second stage of housing reforms will occur following passage of the legislation. This will involve consultation across the housing and homelessness sector to identify future policy and legislative reforms to enhance Tasmania's housing system and housing delivery.
