Today I have received the Tasmanian Planning Commission’s report on the draft State Planning Provisions (SPPs), which form the heart of the Hodgman Government’s single, statewide planning scheme.
I will now consider the report carefully and seek further advice before finalising the SPPs.
When I finalise the SPPs, which I expect will be early in the new year, I will release the Commission’s report, and set out the reasons for making any modifications to the SPPs as they were drafted.
The SPP process has included an extensive review of planning scheme provisions across Tasmania, including 60 days of public exhibition from March to May this year followed by around 180 days of consultation and review by the Tasmanian planning Commission. More than 300 public representations were received and considered.
While the SPPs will set the statewide planning rules to deliver on the Government’s commitment for a fairer, faster, cheaper and simpler planning system, local councils will apply them to their local areas by determining the zoning of land in their Local Provisions Schedules (LPS).
Once the SPP’s are finalised we will work closely with local councils to assist them to finalise their LPS’s which will determine which zones operate where and what special or unique local characteristics they want to be protected in their local area.
Neither the finalisation of the SPPs nor any of the recent changes to the Land Use Planning and Approvals Act 1993 change the rights of the community to have a say about discretionary development applications or lodge any subsequent appeals.
I extend my thanks to the Commission and to all those who participated in the extensive review process, particularly the local councils that gave us invaluable insight into the day-to-day administration of planning schemes.
