Improving efficiency in the justice system

The Department of Justice is seeking a state-of-the-art technology solution to deliver a modern, integrated end-to-end criminal justice system for Tasmania.

The Justice Connect program, once completed, will replace out-dated technologies with a contemporary solution that is user-centric, simple, secure and efficient.

It will have the ability to inform policy through improved information sharing and access to timely and trusted information.

The lack of online access and current paper-based and manual processes across the Courts and Corrections environments can cause delays for people interacting with the Tasmanian justice system.

The vision of the Justice Connect program is to develop an end-to-end approach for an alleged offender or applicant as they work their way through the legal system, without the need for duplicating information about that person between the various Courts, Community Corrections, Tasmania Prison Service, or other agencies, including Tasmania Police and the Department of Communities.

It is envisaged that the program will be delivered over multiple stages, with Stage 1 focusing on criminal and corrective justice, Stage 2 on civil justice in the courts, and Stage 3 on tribunals.

There is currently limited visibility on best-practice contemporary solutions covering this breadth of scope so the decision has been made to go to market with a Request for Proposal (RFP).

The RFP is designed to clarify what solutions are currently available in the marketplace. It is a tool to request more detail about potential solution approaches, based on a defined set of high-level requirements.

The RFP will inform the best solution architecture to meet the Program’s objectives, and will enable the Department to determine whether to proceed to a single Request for Tender (RFT) covering the whole solution, or multiple RFTs covering various components.

The RFP will be released on 20 October and all potential vendors are encouraged to respond.

It is expected that the RFP will be complete by December 2018 and the RFT by the second half of 2019.
